NILAI, June 6, 2021 – The Ministry of Higher Education (MOHE) congratulates Universiti Sains Islam Malaysia (USIM) for successfully obtained full recognition from the Malaysian Legal Profession Qualifying Board (LPQB) for the Bachelor of Laws and Syariah (SmUS) programme.

This recognition enables the law degree graduates to be exempted from sitting for the Certificate of Legal Practice (CLP) examination which may entitle a person to become a “qualified person” within the meaning of Act 166 for purposes of admission as an advocate and solicitor in Malaysia.

The application process for full recognition to LPQB was first made in 2010 and since that period, USIM and the Faculty of Syariah and Law (FSU) have been involved in several evaluation visits by the Evaluation Committee of LPQB. Throughout the application process, USIM is fully committed to all the recommendations by the Evaluation Committee that need to be implemented at the faculty and university to gain this recognition.

LPQB in a meeting held on 19 May 2021 has thoroughly discussed the recommendations of the Joint Technical Committee (JTC) on the re-evaluation of the USIM Bachelor of Laws and Shariah Programme to ensure compliance with the conditions set by the Board for full recognition of the degree program. The decision of the Board is as follows:

(i) USIM Law graduates who graduated in 2018 and above are recognized as ‘qualified persons’ under Section 3 of the Legal Profession Act 1976 and are exempted from sitting for the Certificate of Legal Practice (CLP) examination;

(ii) USIM Law graduates who graduated in 2016 and 2017 and have obtained a Certificate of Completion and Skill of Practical Training is recognized as ‘qualified persons’ under Section 3 of the Legal Profession Act 1976 and are exempted from sitting for the Certificate of Legal examination Practice (CLP); and

(iii) USIM Law Graduates who graduated in 2016 and 2017 and did not obtain a Certificate of Completion and Skill of Practical Training are required to sit for and pass the Certificate of Legal Practice (CLP) examinations.

USIM would like to take the opportunity to thank LPQB for the recognition given and will abide by all the conditions and requirements set by LPQB. The University Management also thanked the Ministry of Higher Education for the support given to the university throughout this process.
